DrewAlso -nod3d9ex causes very frequent crash problems for me and a few other people. I wouldn't use it anymore at all.
Could this be causing my occasional Mumble crashes (which also freeze TF2 until I close Mumble)?

Try turning down the "send buffer" size in the advanced settings, and see if that doesn't have an effect on your ping. Try 8196, or if you have the latest daily build, 4096.
This worked for me. My scoreboard ping now hovers around 40 like it usually does.

I've tested this, and OBS seems to increase my scoreboard ping (latency?) by 20ms, while Xsplit appears to have no effect. Actual ping stays about the same though.
Edit: I do seem to get better local performance though. It probably has a lot to do with my computer at the moment.
