Do you already use an FPS config?
As for upgrading, I would replace that Athlon with an i5 or i7 (and make sure to get a new motherboard). It's expensive, but it helps. Video card may be fine, IDK. You should get 8 GB of RAM because it's cheap. Power supply may or may not work with a new processor or video card.

TF2Lobby is down and pug.nahl doesn't have it in the rotation. I'm also specifically looking for the version in UGC. I'm going to be checking UGC's forums but I doubt I'll get an answer without posting there.
