Slightly off topic, but I do not see how the sens thread is a type of question exclusive to a new person. Whenever a player is just starting out, he is quickly directed to one of the many "new to comp" guides which invariably will say "sens is all preference; scouts generally do low; medics do high; etc." Therefore, a sens thread is more of a communal thread. It offers personal insight into each player just like the "take a picture of your face" thread. However, unlike the face thread, the sens thread is very shallow as posts generally consist of "#####" sort of like the "original or default" threads. As a communal thread, a sens thread is overall useless.
I still think a newbie board is a good idea, but I don't think that sort of thread should go there.

voice_enable 1
Also, I'm 90% sure that TF2 uses your steam voice settings too. Go to steam settings and go to the voice tab, make sure all your settings there are correct. Try testing your mic there as well.
another thing about steam, if you make a call to someone over steam, that sometimes fixes your tf2 voice.
