because scouts getting 1 shot killed isnt very fun
getting constantly bombed by soldiers waiting for scouts to get into 1v1s or spammed by morons who never leave the crates isnt fun either but apparently thats wayyy more conducive to a good dm environment then one guy using a rocket launcher with no splash
