I found an bug (minimalist scoreboard 9vs9. Nice for HL but not pub, limit players is good option i think.

Better FPS

Very very low fps i think. u need other PC really.
but, u can try all recommend +
Low LOD (nvidia work 100%, ATI i don't know)

Also clean cooler CPU and apply thermal paste. Our pc need maintenance, specially CPU.
