Respawn times reduced

An update to Team Fortress 2 has been released. The update will be applied automatically when you restart Team Fortress 2. The major changes include:
Fixed a client crash related to ragdolls
Updated Mann Co. Store prices for foreign currencies to current USD equivalents
Updated rd_asteroid
Began interior art-pass process
Reduced respawn times for both teams by 1 second
Is this going to impact anything or is this no big deal?

I can see it as an option, but there are a lot of really popular streamers like tagg, b4nny, (occasionally) ma3la that a lot of people would here, including me, will watch no matter what they're playing.

LFT Roamer/spy low Open

if it's not a troll alt, some advice:
6v6 teams mostly run two scouts, the roamer + pocket, demo, and med, so roamer is fine but if you want to run spy full-time you should look into highlander.
As to getting better, try to get on a team and PUG as often as you can, GoodGamingGang, RUGCC, and Newbie PUGs are some fairly active groups you can play in. Once you get on a team, you can start scrimming other teams with them and improve much faster.
