I have no military in my family either and I was able to successfully create an account. And I didn't find any random deal beforehand, I simply reserved a car online for a week then showed up at the desk and told them I have a USAA account, in which they gave me a discount on the spot. Not sure if this will work for everyone but it's worth trying if it could potentially take a hundred dollars off your price

Are you under 25? If you are then you'll suffer from under 25 fees. You can bypass those fees by registering a free account at USAA. You don't need to be a veteran but you MAY have to be a US citizen (I'm not sure about that).

Anyway I just showed up to the car rental place and showed them my USAA account info and they waived my under 25 fees. Saved me around a hundred bucks.
