dx9.1 runs better than dx8.1?

This is because your graphics card (I believe it's AMD RadeonTM HD 8750M) is much better than your CPU. Putting higher graphics settings in TF2 puts more load onto GPU rather than CPU, so surprisingy for computers like yours, higher graphical settings yield higher FPS.

Phiis anyone else's FPS just absolutely tanking itself when playing multiple games in succession? starting at my normal 60 fps... an hour later i'm at 20, an hour later i'm at 10... is there some sort of memory leak??
Yeah, I just restart TF2 after every match.

Chill out, that's beta, a stress test. With the lack of currect substitute system, when somebody leaves game, match is finished and doesn't count towards your elo. It's better for a 5-10 minute game to go to waste because somebody left after being rolled, than to have somebody leave at the end of a 30minute game - and after that all the 30minutes are wasted and match is cancelled.
