Helped 2 players already, introduced one to Tf2Center and the other one gave all necessary information.
If you want to help out new players, give them Youtube Channels of High/Prem or Plat/Gold/Invite/IM Players depending on which class that player is maining. Then direct them to Blackout, Tf Tv and eXtv Youtube channels, tell them to watch Casts of the games to get the basic idea of Highlander/6v6. Giving Stream links of Skilled players is also good. Link them to UGC/ETF2L (and the other Leagues) recruitment sections and explain how Trials/Scrims/Officials/Teams/Mumble work.
Just do no hesitate to add players from Tf2Center, keep them interested in Competitive Tf2, answer all of their questions and Mentor if they desire such. But the worst thing about Tf2Center are people who keep making fun of them and blaming Muselk for bringing them into Tf2Center, they do not understand that they were noobs when they came into Tf2Center/Lobby as well and didn't know shit what to do, don't be so rude towards them, help out guys.

I would like to mention weapons that never get used
Fan of War
-Literally no point at marking to Death anyone, you will have more time killing an unaware enemy rather than marking and then trying to kill
-Changes to make: +25% Switch Speed between Fan of War and Primary/Secondary, Marked Cloaked Spies have Death Skull above their Heads. On 2nd Hit, enemy takes Critical damage, but effect lasts 3 seconds, after that goes back to Mini-Crits.
-Conclusion: Mechanic doesn't change but it is much more viable to mark enemies from behind. Enemy's unawareness and your sneakiness will be rewarded.
Sun on a Stick
-Quite futile to use it without coordination with a Pyro, and even so is still pointless to use, due to the fact that you will do much more damage at close range with a Scattergun rather than with this weapon
-Changes: +10% Fire resistance, Remove damage penalty so that Crit hit can do 105 damage and replace with -25% Swing Speed and also add a Stat: -25% damage vs Non-Burning players.
-Conclusion: You do Scattergun's damage at close range when Enemy is burning, so that there is no downsides to actually melee your Enemy if he's burning, but if he's not, then there is no point using this weapon.
Solemn Vow
-The basic idea behind this weapon is quite nice, but there needs to be 1 small change
-Change: Make the effect of this weapon Passive, so that you don't have to switch to it to see Enemy's health, -75% damage
-Conclusion: Boom, perfect Unlock, your Medic can tell your teammates who to focus, which greatly benefits Medic, apart from Healing,this will greatly increase team play between the Medic and Team.
Dalokohs Bar
-Not much to say, but Imo you should be able to throw it to heal your teammates, but the downside would be that you need to go to Locker to get it back, similar to Razorback mechanic.
Half-Zatoichi
-Nothing is more frustrating than trying to get that kill with this weapon and then suddenly this Soldier comes and steals your kill
-Change: Disables Honor Bound effect on Assist as well
-Conclusion: It's just not fun when you try to kill someone with this weapon and then suddenly someone comes and steals your kill and you're stuck with this weapon.
Long Live Tf2
Perfect time for big retired Tf2 players to come back into the scene.

Sad that we won't see Bran and Hodor this season, they gonna appear next season only. In my opinion only Tyrion's storyline is going to be the most interesting, this season.
Remember the initial Sticky Launcher nerf? From what I remember, a substantial amount of Tf2 players spammed Tf2 team, complaining and demanding to revert the change, so in the end they listened to them, all you need to do is force like 50%+ of Tf2 Reddit to spam Valve with this Button request and they will probably end up doing so.
But the downside of Reddit is that they they dislike Competitive, not all of them of course, but whenever I see anything related to Comp. Tf2 on Reddit, it always has less than 20 comments. You have to approach Reddit differently with competitive stuff, as of right now, Muselk, unofficially, holds the title of "King of /r/tf2", why? Because Reddit obviously loves and admires him, I've seen a lot of posts about him and they are always popular. So what your best choice would be somehow asking him personally to advertise Comp. Tf2, make a separate video(s) about it and other things, maybe make a caster out of him?
Yes, this sounds quite bad and I know that Muselk is not the most popular person among the Comp. players, but if you want competitive to grow, you'll have to deal with it or just do nothing and hope that it goes up by itself. Basically if you want that advertisement from Valve, you need to take control of Reddit, via the most popular Player - Muselk, he'll influence his viewers, people will start talking more about competitive, then someone makes a suggestion about this button on /r/tf2, everyone spams Tf2 Team, you get your Button due to the demand.
tl;dr
As was mentioned, Tf2 team listens to Pubbers, /r/tf2 = Pubber community, dominate and control it, and competitive will grow, Valve usually finds Map/General bugs thanks to the /r/tf2, because random players showcase those bugs and Tf2 team has to fix them, if Tf2 reddit shows a huge demand for Comp. Tf2, then they might end up supporting it. Just to be clear, I am not in any way, shape or form Muselk's fanboy and I am just a lurker on Tf2 reddit. Peace.
