wonderlandfrom Vancouver with a good ISP I got

Seattle - 20
LA - 45-50
Chicago - 60-70
Dallas - 75-95
NYC - 100+
Atlanta - 110+
Europe - 160-190

The only servers that really matter are Chicago and Dallas so West Coast sucks for comp.
from the East you can prob get 30/50 to Chi/Dallas so thats a lot better.

Toronto
Vancouver
London ( Canada )
Ottawa
Burnaby
