Refresh rate limit, bad scaling, resolution limit, and also, hdmi is an upgrade from old SCART which was used pretty much only for older consoles and video cassette recorders, since it has an audio channel, which we don't use on pcs

The 970 looks enticing.
there should be written in specs, just tell us your model, even if i think that'll do it, you don't need 100% perfect stable current and perfect clean voltage to make your vga work properly
also, soon the 960 will come out, so if ur budget isn't enough for a 970, then get that.
PSU wattage isn't that important, 500W is more than enough for any single-gpu card now existent, more important is low ripple, right amount and stable current mainly on 12v rails (in this case), and on all rails (5/3.3v).

Bonafideentire CX series except the 400 is made by CWT, pretty cheap quality Twisted tbh, CWT doesnt care much for their lower end stuff
ye sorry i should've specified i was talking about mid-high level PSUs, CWT is sh** when comes to low level stuff
Seasonic and Enermax, but mostly the first is unquestionable, also CWT makes decent PSUs
