ShooshatmoI got this problem yesterday after I updated to Windows 8.1. I tried the fix in dflame's post and it worked temporarily but then the same thing cropped up again a few minutes later.
Not sure what the solution is.
Same thing for me yesterday, cropped up again today. Just played a pickup also where the guy was having the same issue. Must be something on steams end not ours?
probably another issue caused by the last update :S

ShooshHad this for the past two days now, happened when I cleared all my cache, cookies and everything etc using CCleaner.
I've tried all these options: https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837
Yet none seem to work.
However when i try to perform the steps Enable Kernel Integrity or Enable DEP the command prompt says element not found? So I'm guessing this may be the issue but how do I fix it.
I've had the same problem, i followed that guide and now the problem seems to be fixed. Be sure you're running the cmd prompt as administrator, what SO are you running btw? (i'm using W 8.1)
