You want to replace everything except the HDDs and SSD and maybe PSU/case, so might as well go with a complete build and find another use for or sell the old one.

Sales tax differs from state to state so unless you already logged in or selected your exact location for some reason (doesn't make sense for an online shop) they don't know how much to add.
In fact

The US Supreme Court has ruled on multiple occasions that a state can force a retailer to collect sales tax only if that retailer has a physical presence in that state. If there's no physical presence in a state, then the state can't require a retailer to pay taxes

but then of course there are states with laws that require them to do so anyway if they want to be allowed to sell anything in that state.

Of course literally every country except the US does it properly, but why change the site for that?
You're not buying from a shop in the US that ships from the US for quick and easy purchases. You want the full US experience, including tax confusion and long and dodgy shipping. Newegg is happy to oblige.

If for some reason you must absolutely have a 27" 1080p monitor here's it's successor which includes FreeSync.

It seems highly unlikely that the monitor from newegg, which has been out of production for a while, would be a better deal, since with VAT + shipping (monitors are not that small and therefore not cheap to ship) it'll cost about the same anyway.

Blaine_They can get a grip on the idea that no class limits is a very unrealistic expectation for a class based game. The classes were made to work in conjunction with one another, not the same class. Hell, even competitive Overwatch (fuck that game) has hero limits and the community doesn't whine about it, they agree with such rule.

Correction: It had no limit at all. It was generally agreed that that is terrible. Now even Quickplay (= pubs, but also 6v6) uses limit 1.

Ok, here we go:

CPU+Mobo: 1700X + Asus Prime B350-Plus - 723$
Cooler: Cryorig H7 - 65$
Should be good enough, I mean you're not trying to do anything crazy. Also fairly low height which is nice for compatibility with cases. There's an RGB LED version for 34$ (?!?) more, if you're into that sort of thing.
RAM: 2x8GB CORSAIR Vengeance LPX 3200 C16 - 279$
There's a 3000 C15 kit (so same latency, only slightly lower frequency), which is 14$ cheaper, but I'd stick with 266.67 MHz dividers (2667, 2933, 3200 Mhz and so on), 133.33 (2800, 3066 etc) can work depending on the board but 66.67, which includes 3000 MHz rarely works without a lot of fiddling. Worst case because 3000 is so close to 2933 there is no 2933 profile and you'd have to run it at 2667 or 2800.
LED version for 10$ more.

SSD: Samsung 850 Evo 1TB - 469$
HDD: Toshiba 3TB - 136$
Went with the cash price because I don't want to see 0.5$ in my calculations. 3.5$ shouldn't make a difference anyway.

With 379$ for the U2417H and 549$ for the XB241H we're at exactly 2600$.

Case: P400 would be 139$, P400S if it's the windowed version would be 109$, worst case if you want to plan with 109$ there's the P300 which is like I said almost the same, just smaller and only 99$.

So 761-801$ left.

The cheapest 1070 costs 619$ usually I don't like going for those because most of the time some corners have been cut to lower the price, but the GALAX EXOC Sniper should actually be decent. I don't know if it will be in stock though (mining still going on), so I'll give you other options.

I'm going to list a few options for the PSUs so you've got some wiggle room.
All 3 are Seasonic because even though there's alternatives they're all either slightly more expensive (~10$) for the same performance/features or slightly worse at the exact same price.
S12-II 520W - 89$
Sadly there is no lower wattage version available since the build won't need that much and it would be cheaper. Baseline PSU.
M12-II 520W - 99/105$
Not sure why the price says 99/105. Same PSUs basically, but semi-modular.
G-550 (550W obviously) - 139$
Fully modular, 80+ Gold instead of Bronze and generally better performance.

That rules out any GPU >712$.
ITX and other versions with only one fan are also pointless.
That leaves us with the following in order of price
GALAX EXOC Sniper - 619$
>622$ -> P400 + G-550 no longer possible
Zotac Mini - 629$ (slower than the GALAX)
MSI ARMOR - 689$ (assuming it's the non-OC version ~Zotac Mini, otherwise in the middle between Zotac Mini and GALAX)
>692$ -> only P400S + S12-II or P300 + M12-II possible
ZOTAC AMP! Core - 709$ (~GALAX)
>702$ -> only P300 + S12-II possible
ASUS DUAL - 709$ (non-OC version ~MSI Armor/Zotac Mini, OC version ~GALAX)
Gigabyte Windforce OC - 709$ (~GALAX/Asus Dual OC)

I know the budget probably isn't that hard capped at exactly 3500, but you were willing to put some effort into this (unlike some others I've seen) so I'll do the same.

This was the cheapest I could find so far, so that's what I'm using for the budget calculations.

16GB instead of 32GB RAM because it's the easiest to upgrade later?

About the case, I'm guessing the P400S is the version without the window or it would say so, that means the question is do you need a CD/DVD/blu-ray drive? If yes I'd say Enthoo Pro M, if no P400 or P300 (basically the same as the P400, just cheaper and smaller). Would those be ok / which one do you prefer?

There's no 4TB Seagate Barracuda so the options are:
3TB Toshiba, most likely P300/DT01ACA, same speed and cheaper than the 3TB Barracuda
4TB Seagate IronWolf NAS, more expensive and actually slightly slower (lower power consumption for NAS and so on).
4TB Toshiba, most likely P300/MD04ACA, which does produce interesting noise (think 90s HDD) when doing random reads/writes. Cheaper and faster than the IronWolf NAS though. If you're fine with the noise there are also 5 and 6TB versions. At 6TB there's also the HGST Deskstar NAS, slightly more expensive and slower than the Toshiba, but quiet.

Rest of the list is basically done, just need to choose the options now.
1700/1700X, cooler depending on case/budget left, RAM 16/32GB, SSD 500/1000GB, HDD obviously and GPU 1060/1070.

If the U2417H is cheaper then sure, go for it.

Pros for each:
U2415:
5 instead of 4 USB ports.
2 instead of 1 USB port.
300 instead of 250 cd/m² (realistically though you'd usually use 120 for colour dependant work anyway)
So nothing that really matters.

U2417H:
Slightly better colours (although without calibration there's some variation and they're very close so the best 10% of U2415 are definitely better than the worst 10% of U2417H. After calibrating it would definitely be better, but not by much).
More energy efficient.
Lighter.
Again, none of this really matters.

Since the U2417H is cheaper and newer I'd get that one.

Now I just have to find a FreeSync monitor and then I can make the final part list.

I didn't check every monitor but I don't think they have any FreeSync monitors, any other shop you could use to get the monitors? There's also no price for the Dell IPS monitors.

Threadripper is still too expensive and so is Skylake-X so I think a 1700 (or 1700X for the higher base clock just to be sure) + overclocking would be the best option.

Any preferences for the case?

You should always have backups anyway?
Online/cloud services are good for incremental backups, but making and restoring a full backup will take quite a long time.
You can plug in the old drive (while the pc is turned off) after you've installed the OS on the new one, then just copy the files and use the old HDD for backups.

That promise is rather irrelevant. Other shops have already sent out a couple CPUs, there's just not that many. Can't say it'll be "in stock in x days" when the next two batches they'll get will all go towards fulfilling existing orders.

Wouldn't just pick whichever store promises the earliest delivery date, regardless of price, but yes you'll probably have to order at some point without it being in stock (at best with an estimated delivery date). So one of the shops where it's "only" 280-290 should be fine.
Keep in mind that no one really knows how it'll all work out because some people have preordered one at all shops to get a CPU asap.
