And this is one of the reasons why windows 10 is shit. It will randomly replace your working drivers with broken ones because UPDATES, except the most recent version microsoft knows is ancient and not even for the hardware you're actually using.
Glad you were able to fix it though.

Windows 10 likes to fuck with drivers.

Also if you don't have any backups sooner or later you will get fucked. A USB stick for the bare minimum or even an external hard drive or various online/cloud backup services (generally dislike them because subscriptions and what are you going to do without internet?) are really not that expensive and will save your ass one day.

Can I get a screenshot? Because now you're saying you've been running the monitor at a higher resolution than it actually got and that that feels better than simply running 4:3 (1024*768) instead of 16:9 (1366*768).

Ok, again, what is the native resolution and what's the highest refresh rate you can get at that resolution.

SkyH4ighi tested a res that my monitor res is, which is 1152 * 864.SkyH4ighand i know that. for some reason, the higher res for my monitor doesnt go to the highest hz. so if i put my monitor res up, the hz will decrees. so thats why.

This answer does not make sense if what you said before is true (1152*864 native, lower Hz at higher res).

Yes.
Probably a bandwidth limit, might be fixable, might not be, we'll deal with it later.
What's the highest refresh rate you can get with 1152*864? Testing that with GPU scaling would test us whether or not the scaler is indeed the problem.

EDIT: Just to make sure: LCD monitor connected via HDMI/DVI?

I'm guessing it's the mobo. It should still be within the warranty period.

Do you get power to USB and so on?
If not it's definitely the mobo.
Tried clearing CMOS?
I'm assuming it doesn't boot at all or you wouldn't have suspected the PSU at all. Do the fans start if you try to turn it on?
