They actually did announce they were not working on Scream Fortress last year to work on competitive matchmaking and Mannpower Mode well before the event, so it's not as if this has never happened before.
DreamboatESEA doesn't enforce it either, I can think of 4 cases off hand right now that aren't being enforced.
It has been enforced in the past, but an admin has to go out and specifically do that, and usually that only happens when it's egregious and someone goes and complains.

In ETF2L you receive warnings which eventually lead to losing points in the league table or even getting removed. ESEA does player bans via the Invite Conduct Policy.
I mean, I'm not sure how you're expecting people to abandon a format they enjoy and have played for years in order to help Valve tweak a completely new format until they think it's perfect, all for the potential (not even certainty) of support several years down the line.
MR_SLINI don't understand why you guys are writing off a sequel to Team Fortress 2 as an impossibility. It's almost certainly going to happen, don't you think?
Valve has stated previously that they're not working on a new game in the franchise, and the release of matchmaking indicates that hasn't really changed. It's a bit hard to believe it's a priority for them given the extreme success of the microtransaction model.
Even if they did decide to at some point, a sequel is most likely several years down the road if not more.

Not sure that DreamHack will actually run a tournament without interest from BYOC holders, so if you're interested buy a ticket during the early bird sale!
I'm looking to go - it should be a lot of fun, and the GWCC is an absolutely amazing venue. The one downside is that it's Atlanta in July so it's going to be extremely hot. Of course, it's in Atlanta so it might be easier to get here than to Austin and Denver for everyone on the East coast.

We're working on that.

It takes a lot of time to develop a good system so that it doesn't have issues. Part of the reason the site has been unstable is due to a decision that wasn't fully-thought out but ended up having major effects.
The new rating system depends on the new architecture being built, so its progress is delayed awaiting the completion of that.

If you tried to link a Steam account account to your ESEA account after it got VAC banned, it would prevent you from doing so.
It seems like your ESEA account is already linked to your Steam account though so you should be fine.
ESEA doesn't allow you to add a VAC banned Steam to your account. If you get VAC banned afterwards, however, ESEA will still let you use the same account.
