Don't need money to make a team, just say yours on #tf2scrim. Also, if you can't be responsible, how can you be a responsible player (showing up to scrim times, making matches, making comms)? Being a team takes effort from everyone.
Also, you probably should state your class, info, etc. Those looking will probably want that to see if you'd fit in a team.
Casting generally can't be scripted, but videos in general can. Even day9 who does replays and watches them before hand only makes a guide, but 90% of the words that come out aren't written down. You just have to know how to speak and what to say.
Get a picture or video and start describing it in no particular order or focus. Learn how to articulate what's happening. You have to understand the game though to actually be a good caster, but it should honestly come naturally so long as something is happening in the game. Being able to think about what X class would do or Y player is also important.
Actually training your voice to be "pleasant" takes years (some voice actors heard at least). Some are just gifted in the first place. Most viewers don't care unless you have a terrible accent (awesome accents are fine).
To be fair, the integrity rules are killing teams that had players with little of it, as intended. To me at least it's expected that only the team that went in during the regular season should be the one that plays the post season (including backups). Maybe they can get one emergency player addition that can be used at any time before their first post season game though. Still sucks for the players who stuck out the season only to get screwed like that.

If you plan to mainly play TF2 on a resolution 1650x1050 or lower, you can probably just stick with a $100-$150 card. Since you play other games, your card is a pretty good choice. CPU is the killer, and if you're getting an i5 (any kind is amazing) you'll be set. So around $400 on the CPU+GPU leagues $50 RAM (stick with 8 GB @ 1600, unless you plan on matching pair pieces of DNA or something), $50 PSU, $50-$100 Mobo, $50 case, then whatever you want on a storage drive. SSD's are definitely worth getting, but if your budget isn't high enough don't bother. Space comes before performance for HD's usually (as long as it's 7200 RPM+), since 128 GB SSD is surprisingly damn small.

It wasn't a stepping stone. It was like a temporary school after the main school gotfrag burned, and then a new one was made that was 10x better.
