afaik there's still hidden captain elo based on the sucess of pugs you picked so even if you haven't ever captained before, if someone's captained 1 or 2 pugs that they won, even if it was barely won, their captain elo will be higher and the system will award them the captain spot
this is the reason behind bkn, milan, or rocket captained invite pugs over invite players added on captain
