Not even valve is stupid enough to accidentally ship a 100ms interp restriction on MM. Even if they're going to restrict interp they wouldn't dream of putting it above 50ms.

dsp_slow_cpu 0 allows reverb and other DSP effects to somehow override the natural stereo panning of sound effects, making them sound like they're coming from straight in front of you or inside your head. dsp_slow_cpu 1 lets you continue to actually tell which direction sound effects are coming from.
it is most definitely still a licensing issue since they're still going to be distributing those assets. Different scale? Sure. Still an issue? Yes.
I suspected it might be because of vanilla sunshine's theme assets, but it's an outright guess
The gamemode isn't inherently broken, but the way CTF maps need to be constructed violates so many of the fundamental design sensibilities of TF2 mapping that such a gentle map as landfall would never work.
This isn't to say it's not fun before people figure out where the camping spots and flag running routes are. It just doesn't have any of the properties that can let a map be enjoyable after the optimal flag running routes and camping spots are solidified.
I guarentee landfall will be extremely unfun by the end of the second week that people have been playing it.
Spoiler the CTF map is not very good
Good post thanks didn't think about it that way
IMO the degreaser needed the weapon switch rebalance because of the flaregun, rather than should having been not nerfed because of it. Because of flare -> axtinguisher combos. Especially relevant now that they're bringing the axtinguisher back more like it used to be. Globally buffing weapon switch speed and giving the degreaser an "only relevant to this weapon" switch speed buff, instead of the old passive one, seems fair, especially considering the degreaser's damage changes -- the nerfed afterburn will encourage degreaser pyros to roll flaregun, this just prevents that from being the overpowered combo again regardless of the current lack of airblast stacking.
