I dont know if there is a way to force a demo to another map, maybe the guy in the vid used either sourcefilm or made a custom server and demos with some friends?

I would recommend opening the map in hammer and looking at what textures the signs use

Then make a modded version of the texture

Place in custom folder

Open demo, enter sv_cheats 1 into console

Type sv_pure 0

reload demo(maybe, idk)

I also think consistency in admins is important. Also I have seen some people with the ability to restrict not saying anything during the game while they are playing. Admins need to be confident and able to enforce the rules.

And sure more admins might work, but could make things more complicated.
