I always thought so, but I recently read somewhere that it doesn't. Can someone confirm/deny whether or not this increases FPS? Thanks. :)

No, this barely increases your fps. It would increase it by like 5-10 fps at minimum, so I would recommend changing the LOD bias for the looks, but for performance? Nah.

i use r_lod 0 so the rocket launcher dosent become a hexagon when he steps 2 feet away

Honestly depends on your system but for me clean textures hurts my FPS badly, I used the mastercomfig benchmark to determine if they were worth using and since I lost a significant amount of frames, I decided against it. As for LOD bias, I would stay away from that if you're looking to maximise performance as well since as mentioned above, it has no performance benefits and in my case I noticed a small but noticeable decrease in FPS using the aforementioned benchmark.

It does but only in the case of a EXTREME gpu bottleneck. It did help me get "playable" FPS in TF2 on a Geforce 6200 back in the day when the fan failed on my HD 2600 XT. As for anything even semi modern? I doubt it would make any significant difference even on integrated graphics.
