Make sure your settings aren't insane and practice on a consistent schedule. The easiest way to do this is joining a team. Don't rush it though, you can't really speed up this process, just play at your level, have fun, and you'll get better eventually.

There's two components of aim: putting your shot where you want it to go; and knowing where you want it to go.

For the first part, you can play tr_walkway - I like setting up the ramp to launch bots in the air at a consistent speed (similar to actual rocket jumping speed) and hit as many airshots / double airshots as possible. You can also try "host_timescale 1.5" or "host_timescale 2" (and ramp up / slow down the speed over your session) to balance working on flick aim vs prediction. You can also practice air sticky into pipe or juggling people with stickies on walkway if you want.

Figuring out where people are going is tough to practice; I think dm servers or 2v2 mge are best for that. 1v1 mge is okay; I would recommend only mgeing friends and mixing up what classes you play to be less frustrating for them. Honestly, you just have to play - preferably on a team, but pugs are okay. Players move very differently in game and are usually much easier to hit because they're playing around some goal that constrains their movement - they're dodging your soldiers' spam, they want to be on high ground, or get through the doorway, they want to play captime, etc.

Finally, borrow how to aim and position from good demomen - habib streams often, and sigh and chunkey do occasionally. A lot of aim in-game is really just being in the right position near your team & medic, and if you're in the right place, the damage comes for free. There's also differences in demo styles - direct damage stickies vs zoning, and which to use when. The easiest way to pick up mid-fight sticky timings or pipe spam angles by watching experienced demos. Can likewise borrow how to hold and spam on each point, how to best stuff a choke without overextending, and how to push/transition (e.g. free soldier picks in lower divs by shooting the floor of gully mid -> second choke; no aim required).

You don't aim on demoman, you predict where your enemy is going and shoot there. I have never aimed at anyone in my entire damn life and I wont start now, just think about where the person you are shooting at is going and shoot there.

Whatever you do, do NOT aim on the demoman class.

as far as projectile classes go its all about getting in the reps. soldier and demo are pretty lenient on mouse control you just need to build up the intuitive understanding of how people move and how your projectiles work.

IMO for both classes the best way to get better is:

pugging > dm > mge.

people move very unnaturally in mge because there's no objective other than winning a fight, in a real game you can use your understanding of the other players win conditions and objective to hit them more. dm kind of mimics this by people having to worry about more than one person but pugging is definitely the best practice

conversely, if your someone who wants to get good at tf2 as soon as possible just grind the fuck out of scout dm/mge cuz u can have awful fundamentals and still play at a div 1 or 2 level just by having good aim and playing the beam

some of the most meteoric rises ive seen in tf2 have just been scouts with a 2k hours of mge completely steamrolling a lower division in their first season and getting on teams off of that

No one's said it yet so I'll add that playing Demo jump maps are pretty nice for understanding the Sticky launcher in general. Will make you better at charging stickies and understanding where stickies land at different angles. Once you can complete tier 3-4 Demo jump maps in a decent time any gains are probably negligible. What I do is play the same map over and over again over a period of weeks or months until I think I've done the fastest possible time I can do with the ways I would do the jumps (avoiding triple stickying / double pre-ing). Not trying to set tempus records here, just improve mechanically.

Not to mention being good at Demo jumps and incorporating the fundamentals you learn from it (jumping off of walls, crouch detting, etc) into your rollouts means you'll get to mid faster which is another advantage in and of itself.
