also while you are at it disable full screen optimizations. Do the same for your game .exe files like hl2.exe. I didnt experience any weird mouse things because I had done those things before.

I'm pretty sure only the Source Engine has issues with full screen optimizations. I don't ever remember those optimizations causing any issues on Steam.

I disable Fullscreen Optimizations ( FSO ) because if Desktop Windows Manager ( DWM ) is running in the background, my mouse feels sluggish. Its not a true Fullscreen Exclusive (FSE) environment as referenced in the article, but rather a windowed borderless environment with added optimizations to make it feel close to FSE.

I don't know if they cause issues or not, but isn't Steam partially built on top of some of the Source Engine? So that wouldn't really be the reason.
