Why are people restricted off engineer? It's not like their sentry aims better than anything. Their scout is gonna be just as good DM-wise. I'm confused.

Simple, no league should be able to determine who a player wishes to play on the same team with. Players who want to play with friends or to strictly have fun with "match only" teams should have that option open to them in a lower division.
The league shouldn't be able to make that impossible because an individual played in a higher Division. Class restrictions are a perfect balance for this concept and RGL is right to do it. I just wish the admins were more experienced in the scene so they can identify all the proper players who need to be restricted.

To be clear, restrictions are not set in stone and can be contested, and we acknowledge we are not perfect. I have on several occasions over the past year removed restrictions that were too harsh, or tried to work with a team to find the best situation for league stability and their enjoyment. That's all nice and I understand. I've personally found no less than 3 players in the last 2 weeks that have no restrictions placed at all but won or placed second in higher divisions. On top of that I am not trying to look and find them but coming across them randomly while doing some stats for the main division.

Those players could play in the higher division but a lot of times those match only teams are half filled with higher div players and half with lower div players. If they were forced to play in the upper division, they would get rolled easily in every match and it would not be fun which is the main goal of match only teams. If you're going to do a match-only team and are accepting class restrictions, that suggests it's a laidback team from the get-go. So, yes, the match-only teams don't want to work as hard as the team that scrims four days a week with a demo review on the weekends and each player having their own personal mentor. And I still don't see a compelling reason why the compromise of class restriction should be taken away because of your personal belief that people should be playing at their peak and strive to improve all the time.
If you're going to do a match-only team and are accepting class restrictions, that suggests it's a laidback team from the get-go. If you are afraid that someone is going to tear up lower divs with the engi shotgun then doesn't it also make sense that they could do it with a scatter gun? Surely the reason hl engi players get banned from engi is because of their shotgun aim and not their high level building placements? Same should go for pyro as well. As in if you are going to ban someone from engi then they probably shouldn't be allowed to play pyro on account of pyro being a better shotgun class.

Tbh, the only reason the engi restriction exists is for consistency but I agree in that I don't think it affects the gameplay that much. Though I can see an argument for why people should be allowed to play their HL classes, it can massively hinder the development of lower level players as they never actually get to play 6s meta. It makes the game really difficult to learn/play if people spawn up HL classes instead of giving the opportunity for teams to learn the meta. To clarify, because we want lower divisions to be healthy in terms of competition/growth, and because HL gimmicks (essentially) do not work at higher levels, it's in our best interest to add restricts as to not turn players away. For example, an advanced team knows how to deal with a pyro/sniper much better than a newcomer/amatuer team (lead with and chariot scouts in fights/bomb and pressure the sniper with your projectiles).
Tl;dr the mechanics and gamesense of lower level players is not nearly adept enough to deal with offclasses, restricting allows for these players to get a sense of the actual game as they attempt to transition to higher divs.
