restart steam. my friend and I had the same issue and after we restarted, we didn't encounter the issue again.

I've had this problem before like you, are you running on High Priority by any chance? I don't know why but the resolution for me was switching to Above Normal

i get it when my internet's being a total bitch and dropping packets/making half of my stuff not connect to the internet.

Do you have stable internet or does it just fix when you restart steam regardless?
