PSU: Rosewill Capstone 450M Gold Rated
GPU: Gigabyte Windforce GTX 670 GC 2GB OC
HDD: Western Digital Caviar Black 1TB 7200 RPM
Pretty much I go through an infinite boot loop. I can't even access the bios by even mashing the 'del' key. If I boot normally, it will just hard reset and go through to the same safe mode menus with the boot normally option.
I have used every WHQL driver, done clean uninstalls and reinstalls, tried different pci-e slots, but to no avail.
I have a few options at this point: continue to try to troubleshoot (been doing this for days), get a 2nd RMA (1st rma - just got the same card back x_x), or reformat the drive.
If anybody can offer any viable suggestions, it would be greatly appreciated!

#3 yes, I have done the f4 and f5 vga bios flash. it doesn't matter. They worked for a lil bit and then eventually doesn't work.
#4, yes it is. contrary to popular belief, this system has an efficient gpu and cpu and at most will use 300 watts (including efficiency of the psu)or so. 450 is plenty. the 500 or so watt number as well as AMPS on the 12v rail is because Nvidia doesn't know what computer specs the consumer will have, so they overestimate.

Try going through safe mode and uninstalling any and all video drivers, restart. Make sure not to install/reinstall any video driver at all.
Go to safe mode w/ networking and upgrade your Windows 7 fully, restart.
Then go back to safe mode and open an elevated command prompt and type "sfc /scannow"
Then try starting W7 normally.

Holy shit...I had this boot loop bug last summer at a LAN, drove me crazy. I fiddled with the card, changing slot, changing it back again and it spontaneously fixed itself.
