What happened is pretty simple: A guy http://steamcommunity.com/profiles/76561198069604549 said he is buying unusuals,bills,festive,buds and such. I had a bill's hat painted black, he asked if i accept paypal/steam money and i said sure! I have the whole chat filmed!
Then he said he will put the code in chat but after trade(yes you can guess) he didn't do it! Now i don't have a clue what to do please help me!

Nah, dude, taking cash is ez, regardless of the other individual's ethics. If they don't fulfill the requirements you set and outlined before the trade, you can keep or refund their money and nobody's hurt. And reputation means nothing, which many people have demonstrated. Here's my 100% successful ruleset:
Buyer's Paypal must be verified
Payment must either be gifted, or have a note stating the buyer will not charge back
Always take payment first, or use a qualified middleman
If the buyer expresses concern about going first, offer to use a middleman and/or be firm that you will not go first
