I don't understand why this is necessary. You SHOULD be dependent on your scattergun. If you're hitting most of your shots, then yeah. If you're not, then you should be working on that, not switching to your secondary.
just pray to the spread gods and if they approve of your sacrificial offerings you'll be hitting 12/12 in no time
pistol is fine in mge because you arent on a timer to kill the other guys really fast and have the option to kite/play from medium range more

scout vs scout in mge for me has always been shoot 6 scattergun shots and then pull out pistol til one of us dies

Interesting that you mention that. One of the main motivators for this was that I don't often have the option to shoot six straight shots at somebody in a DM situation because I simply don't have all of those shots loaded. Then my Medic dies while I'm reloading my scattergun :(
