So I have a Razer Anansi keyboard that has special macro keys on the left and below the spacebar. Now, I don't want to use any macro's or special scripts in the game but I would like to be able to assign voice commands and such to these.
Any idea how I can use these for TF2 since their not in the standard keyboard?
I tried using just the names on the key "M1" "M2" ect. ect. but nothing happens.

You can create a macro that will do the multiple keys you need to say the voice command (for example Z & 1, B & 1, C & 1, etc.)

I'm pretty sure that in order to use the macro buttons on Razer products, you need to download their Synapse software.

#3 is wrong, download the legacy drivers from their site. I'm using a Blackwidow right now, it comes with a nice (Completely offline) driver which allows you to make macros and rebind keys to whatever you want. I think that this is what you want.
Edit, just an FYI, you have to bind the keys to preexisting keys/combinations of keys, you can't, for example, have your M1 key use some special m1 character, even with the drivers. So you will probably have to make M1 for example enter the characters Z1, and make sure that you don't change the binds for Z or 1.
