They really can't right now for three reasons:
1. IM playoffs are still underway - we don't know which team is getting bumped up to Invite via winning the IM division.
2. Teams with standing IM rosters will die/reformat in the offseason.
3. Playoff Open teams need to decide whether they're going up or not - and not all of them are going to bring a new roster into IM.
There were about 7 IM teams that died mid-season. BIG BOYS just recently closed up shop and are not going to play next season under their roster. That means we have 17 remaining teams in IM. Let's say 15 of those 17 properly reformat or survive to S15. Now factor in that there will be about 1-3 teams that are cannibalized/called-up to fill out a 10 team Invite.
At this stage you're left with about 12-16 IM teams - and maybe 13 Open call-ups. There are a few ways Killing can draw the line here based on what we know now.
Both IM and Main are going to be very small, intimate divisions in which everybody knows everybody.

I don't think 4 open teams going to main would be a good idea.
I don't see why they would move so few teams from open up.
Basically what you suggested would be keeping the same teams moving out of open as past seasons, and simply splitting what would have been IM in half.
If the purpose is to have skill more evenly divided between divisions, that would really do nothing to ease the gap between high and low open. What I suggested in my edit seems more logical to me. That being:
9-10 team invite made of surviving invite teams, rebuilt invite teams, and two moveups from s14 IM.
~12 team Main formed by ranks 3-12 from s14 IM and 1-2 from s14 open.
~28 team IM from the bottom few teams of s14 IM and the top ~25 from s14 open, except ranks 1 and 2.
50+ team open from remaining open teams and new teams.
This way the expected "top open" would be moved to IM, hence lowering the skill ceiling of open and allowing low teams to stand a better chance.
Of course it would also be best if some judgement could be made about placing new teams with previous invite/IM experience in IM to further remove "top open", but i doubt that will happen.

It may not be the best idea, but it may be nessesary to get enough teams in the division for its debut season.
I've heard chill to good may "die" and then play in open off classing. Don't know if that's true for sure, just a rumor. Either way tho, if the plan was to take the top 10 IM teams from this season and move them up to main there is a good chance some of those teams will be dead by then. Truly top open teams should be able to hang in main this first season.

"Expected top open"? I've seen many teams in that category play the actual season and go 9-7 or 10-6.

It doesn't make sense moving the same number of people up from open when there's a new division being formed above it. Top 4 from Open to main, and 5-21 into IM. Top 10 from IM go into Main as well giving us a 10-12 team main and about a 24 team IM considering how many teams die in the off season.
edit: maybe top 2 from open instead of 4 because 3 and 4 probably wont be competitive. 2-11 for IM to Main because the top team should go to invite.

How many teams will there even be in IM then next season? If Invite is 10 and Main is 10, what's the number for IM? I know CSGO has like 40 teams in IM but that's because there are way more teams.

AFAIK at least a few of the upper open teams are already scrimming IM teams, I'm not entirely convinced that the top of open is that far below at least some of the IM teams
