i upgraded to windows 8 after getting my ssd and have noticed a significant amount of input lag since then, but only when im running windowed/noborder. full screen is fine. i always ran windowed/noborder on windows 7, but i also disabled aero on tf2 startup, which shouldn't be a problem since most of the aero stuff doesn't exist in windows 8, but that could be a difference.
any ideas?

You're right that Aero does not exist in Windows 8, but the Desktop Window Manager still does. In Vista and 7, shutting off that process disabled Aero, but in Windows 8, I'm not sure if it can be turned off. I have never actually used Windows 8, so hopefully someone can explain this better.
The reason you're most likely getting input lag is because of vsync. If you have an Nvidia card, you can turn vsync completely off with the Nvidia software. If you have AMD, Catalyst does not support turning Aero's vsync off. You would have to use a third-party tool, like ATI Tray Tools. However, these are illegal in ESEA.

i have vsync disabled in tf2 and in my nvidia control panel. that was the first thing i suspected.
edit: i did some reading about desktop window manager in windows 8. apparently it's essential to windows running correctly now, and it can't be disabled. so that's most likely not the culprit either.

Do you mean Logitech drivers? No I won't do that. While playing in fullscreen there is pretty much zero lag but while playing windowed the lag is so annoying. Is there any way to fix this?

If you have an AMD video card, you should probably stay away from Windows 8 unless you plan on playing in fullscreen. Microsoft redesigned Aero (they did not remove it), and it's forced on. This means that on AMD video cards, there is no way to turn off vsync on the desktop without 3rd party programs as the control panel does not allow you to turn it off on the Aero desktop. Fullscreen may not even work if you have two monitors (someone should look into this). Nvidia users can fully turn off vsync, at least in Windows 7 Aero.
I'm not saying the OS is bad; in fact, I love having it on my laptop, even with the Metro UI (Reader is useful for textbooks :>).
