How can I permanently turn on viewmodels with a cfg saved to my steam cloud that turns them off?
r_Drawviewmodel 1
viewmodel_Fov higherthan70please
viewmodel_Fov higherthan70please
btw it's one of those cfgs where the viewmodel is defaulted to not show, but if your press a button, it will show the viewmodel at a specific fov until death
you should disable steam cloud if thats the case; iirc there's no way to delete what's up there atm.
or, of course, you could enter what mangachu said every time you start up the game.

make sure viewmodel_fov isn't set to 0
my game is bugged on medic, i cant see my ubersaw no matter what even tho r_drawviewmodel is 1 and viewmodel_fov is 90.

delete your local files in the cfg folder (not the custom folder)
1. Go to steam library.
2. Right click Team Fortress 2.
3. Click delete local content.
Done!

does the cfg saved via steam cloud overwrite an autoexec set to read only?
You could change the cfg by unchecking read-only then saving it, rather than deleting local content. Then have steam cloud upload your current cfg
in game, turn on your viewmodels once with r_drawviewmodel "1"
then type alias r_drawviewmodel, which will cause that command to do nothing the next time it gets executed, leaving it permanently on until your game restarts.
