Someone said in the ContentID thread that Valve is generally okay with any of their games being recorded or streamed, if I remember. Still wouldn't have music, though, unless you can find some really good public domain stuff.

I have 50 subscribers and I can stream to Youtube. You need to validate your account via text message.

I haven't tried it, but I did enable it.

I have 32 and all mine needed was a text validation, which Google (tm)(r)(c) already probably has my phone number.

But I think it goes off of how old the account is + record of activity.
