How did you end up getting the handle, "Harbleu?"
Hah, well the back story of my alias is a little funny to look back on. Around the time TF2 first came out was also around the time I first started going to /v/ on 4chan. Around this time I found a steam group of players that played TF2 and also were from /v/ and decided I wanted to join them. Up until that point I had only used aliases that would have probably got me made fun of in that group such as Striker and Bob, you know generic names that an average 14 year old would come up with. It was at that point I tried to come up with a 4chan related name that I could make my name and Harbl was one that came to mind (Harbl was originally a meme on 4chan). I used that name for about 2 years until someone randomly added the 'eu' to the end of my name and it stuck ever since.

However, 2D butts was not something Valve would suspend for last year or years prior. I should know, my old avatar was a Strike Witches one that I used for a lot longer than that and was much worse contextually than the one I got suspended for, though it covered more. I've seen so many avatars of pornography over the years that have never been banned (when they should have).
Maybe I'm wrong and just didn't see the bans, but that's just what I've experienced. The only time I've ever seen harsh community banning was with that TF2 ERP steam group that got shut down years ago.
