The idea is nice and all but I think with the different variants of hud crosshairs this method is nothing more but a gimmick.

Well it's just an easier way of sticking with the same crosshair across multiple huds (and games I suppose) without faffing around with the xpos and ypos. I'm no artist so my crosshairs are fairly poor, but someone better than me can easily make one since it's a case of just making a PNG.
Also, some hud crosshairs aren't centered and can't be perfectly centered like these are.

I've occasionally considered putting a tiny dot of blu-tac in the centre of my screen for noscoping with sniper rifles but decided it wasn't worth it.

I wouldn't know since I'm not a CS player. I'm only promoting its use in TF2 here.

If youre running windows, you'll need to disable windows aero. If you don't disable aero and run tf2 on windowed, it'll force vsync to be on.
