My budget allows me to choose between basically 2 options: Intel i5 2500K and Intel I5 3570K.
Which one should I get?

prob wont make a noticeable diff 2500K runs tf2 fine
what ukm said...the 3570 is more than enough to run tf2 at a consistent 200+ fps, so having the 2500k will just be overkill unless you plan on doing other more hardware intensive stuff
They will basically be the same, but go ahead and get the newer architecture: (i5-3570k) as it will save you a bit of power.
if you want to play+stream well at the same time you want at least a 3570k
since they're both at the same price, there's no reason not to get the 3570k.
Only thing the 2500K has over the 3570K is the fact that most of them can easily get overclocked past 4 or even 4.5-5Mhz without any problems, they are a beast when it comes to OCing, other then that not much difference but power usage.
You can clock a 2500k to 5.0 + if you know what you're doing. Mine is at 5.2 and has been for a long while. 3570k is a better CPU, but if you're looking to get the most out of your dolla, the 2500k at 5.0 + will stomp the 3570k.
Basically I'm a noob when it comes down to hardware and overclocking. What do I need to do to overclock? Is it dependant on a motherboard or what?

Your extremely lucky. Don't actually count on being able to overclock anything extremely high when you're choosing a CPU because you'll just be disappointed when you get a lousy chip that doesn't get as high as you wish it could.
I too am currently trying to decide between the 2500k and the 3570k. I'll definitely be overclocking it to at least 4 GHz and basically everyone you ask on the internet recommends the 2500k for this - simply because the 3570k gets hot pretty fast. So I'll most likely go with the 2500k...
Make sure if you plan on OCing you get a really nice heatsink.
Which is a stronger CPU at base clock, the 2500 or 3570? Judging from some of the comments here, I can't really tell, but I'm inclined to assume the 3570 is better just because numbers.

Get the 3570k assuming you can afford it. Ignore people going on about the 2500k being a better overclocker because it's entirely dependent on the chip you get and the 3570k is more efficient, supports the latest features, and is faster than the 2500k at the same clock speed.
I think the general consensus is that it's easier to get a 2500k or 2600k to 5 GHz but that even with a clock around 4.7-4.8 GHz the 3570k will be as fast while consuming less power.

Get the 3570k... 4 GHz is auto overclock territory. 4.5 is reasonable and is more than enough for the majority of people.
People recommend the 2500k because they're like "I have it and therefore it's the best, the new one is not enough of an improvement." Maybe it's not worth upgrading from a 2500k to a 3570k, but if the budget allows you to afford the newer processor why even bother?
If you want to find out what not to buy, type in the product name in google followed by either "crash, problem, errors, etc." and watch the number of results you get. You'd think by reading the internet that nothing ever works and that you've got a 50/50 chance of getting something that's usable. Take what you read with a grain of salt and look for product reviews from trusted sites.
I just literally build this computer a few hours ago, got a 3750K/gigabyte Z77X-UD3H/gigabyte windforce 7870 2gb and it's fast as fuck. With everything. Also, I'm playing on a 15'' 1024x768 monitor lol
