Your video and audio bitrate together shouldn't go over about 350, with a low/med resolution and a lower preset like fast you could have a decent stream.

Why is your speedtest necessary here?
Quality wouldn't be that good, but that doesn't mean he cannot stream at all.

Your bitrate should be around 300-350, also consider lowering the streaming resolution to something close to 360p in order to accommodate the very small bitrate.
