This recently started happening where my game would launch and a black screen would happen and the game would show up again. But when it shows up again my mumble overlay is broken, it would be fine before the black screen would show up but messes up when the game reappears.

The console also says "Changing resolutions from (1920, 1080) -> (1920, 1080)"
The only thing that would fix this is if I put dxlevel 81 in my launch options
-w 1920 -h 1080 -applaunch 10 -gl -nojoy -noipx -full -novid -nocrashdialog -nocdaudio +mat_forcehardwaresync 0 -console -high (i've been using these for awhile and the problem only started happening awhile ago today)
I've checked all my gpu settings and everything seems the same.

you don't have to disable it
comment mat_antialias in your autoexec and then add "+mat_antialias x" to your launch options
also make sure -dxlevel isn't in your launch options

#3, and just as a nitpicking at your launch options, remove -applaunch 10 (app 10 is cs 1.6 i believe) and -nocrashdialog. also, removing -noipx (support for it was dropped with the release of tf2's version of source) and -gl would help clean it up since they do absolutely nothing.
