So during the last few days my CPU refuses to increase its core speed while playing TF2. It's staying at ~1600 MHz (pretty much its idle speed) the entire time of playing. I'm getting like 40-50 fps during fights because of this (usually getting 250+). I want to reiterate this is a recent issue.
I have an i5 Ivy Bridge 3570K overclocked to 4.2 GHz. When I run stress tests it reaches 4200 MHz with no problem.
Any ideas why TF2 isn't registering as needing more CPU?

Make sure hl2.exe doesn't have low priority or anything crazy like that.

hl2.exe priority is set to normal (like usual).
I just tested CS:GO and the core speed is reaching about 2000 MHz but I'm still not getting great fps (~80 in fights).

Change advanced settings

set your min and max CPU speed to 100%
save
Or you can just disable EIST in your bios and your cpu won't change speeds like that
