How can I get a decent FPS rate (staying at 30 or above) with an Intel 965 Express chipset? Is it even possible, because I doubt it is.
I'm only using this because my computer died and all I have is this laptop.

change your resolution to 640x480
have dxlevel 81 in launch options and use chrismaxframes cfg http://fakkelbrigade.eu/chris/configs/
disable windows aero when hl2.exe starts up if you have windows 7 or vista installed
make sure any unnecessary software running is terminated when you're running hl2.exe
(this means terminating explorer.exe if you're playing tf2 within task manager and opening the process again later on again through task manager ctrl+alt+delete is your bff now...)

d0m3rchris' max frames cfg tried, get 40 fps at blands mid on a listen server by myself.

there's not much you can do
also TF2 is CPU based. At best, you're looking at a max of 40 fps and a avg of about 10.
during s11 my pc exploded and i had to get all new shit.
I got an ivy bridge with the built in intel graphics thing and i got 150 frames at 1440*900 with chris maxframes.
then my gtx580 came in.
