does anyone please know the commands to switch textures to the lowest setting and to allow only map files to be downloaded? it keeps switching back everytime I restart tf2

For lowest settings possible, you have to get yourself a fps config. There are a couple of them, such as Chris fps configs (Maxframes is the lowest textures with big performance boost) or decently new Comanglia config - found here http://www.teamfortress.tv/thread/25328/comanglia-s-config-fps-guide
For allowing only map files to be downloaded, type the following into your console or paste it into your autoexec file:

cl_allowdownload 2
