I'm still not quite clear as to why skins aren't allowed yet...do they cause too much lag? Etc.
Will they get added to the white list eventually or not likely?

whitelists arent updated cause people are lazy + there's a shitton of weapons to add to it
They're not really banned, it's just that no one has taken the time to put a bunch of purely cosmetic weapons on the whitelist yet. Unless there's so hard data on the fact that banning skins gives most people a big FPS boost, i'd expect them on next season's whitelist.
skins are allowed, just use the tftrue_whitelist_id etf2l_9v9

I might as well play a pub then.

I'd love if I could use a true colorblind set of skins to differentiate the teams.
I just want a cvar to turn them off if they get allowed, they are obnoxious as fuck.

If only there was a website to do that for you ;)
Or as kKaltUu said, use the TFTrue whitelist.tf intergration to update with a single convar and not requiring FTP access. (which also works in your serveme.tf reservations!)

Without using dx8 preferably, I've always used dx9 and it would be nice to have a global cvar to disable skins, but probably it won't happen.

Banning them would be shooting ourselves in the foot while yelling to the world the TF2 comp scene is not to be taken seriously. Could you imagine if the CS comp community decided to ban weapon skins on some plattitude that it would increase any number of FPS? I'm glad it's just an out of date whitelist issue.
^ True but Valve seriously need to optimize them. They're almost worse for FPS than CS:GO's smoke-grenades are.
I lose somewhere between 130 and 170 fps when I pull out my skinned SMG rather than my sniper rifle. https://www.youtube.com/watch?v=UpMOnCDb4zk
It's comically inefficient.
