P-REC not working

I have installed the folder to the correct location but it doesn't work. I guarantee i have it in the custom folder.
I have Rays hud and chris's fps boost config.
I wonder whether the config is disabling the P-REC in any way?

No, P-REC is loaded into the game as soon as it launches. TF2 checks the custom folder and if addons are placed correctly they'll be picked up, as seen in the console when launching.
