hi recently my computer has been acting like shit lately
yesterday i restarted my computer and when it booted back up explorer.exe wasn't working or responding. so to fix that I just refreshed my computer
now today, my computer is just randomly stuttering for like 1 or 2 seconds
i think it might have to do something with my intel i3-4130 @ 3.40Ghz but im not that computer savvy

it's really rare for processors to die.
have you tried checked for viruses using MBAM or reinstalling your OS ? always try and rule out if it's a software issue first.

I just dealt with this issue. Here is what I did:
Turn off any overclocks.
Back up your important files.
Check your temperatures using HWMonitor by CPUID.
Use Windows Event Viewer to look for errors.
Run memtest86 for a few hours to see if your memory is messed up.
Run a System File Check (sfc.exe) to look for corruptions in the system's files.
Run a check disk (chkdsk) to fix any bad sectors and issues with your HDD.
If your memory is good, then you have either a OS/drivers problem, or a Hardware issue aside from RAM.
If memtest86 checks out, and SFC fails, then consider HDD issues.
Use HDTunePro free version to scan for bad sectors.
Run a chkdsk, which should reroute the bad sectors and move them so they don't get used.
If bad sectors corrupted your OS, like what happened to me, then you will need to reinstall your OS. Reformatting the drive will set aside the bad sectors so they don't get used, however if bad sectors are increasing, or you have a lot of them, then your HDD is dying. A few bad sectors is ok, and normal.
