If you plan on taking care of them you should expect to:
-Take them to a vet for vaccines
-Have them spayed/neutered in the future
They're probably covered in fleas and may already have diseases, so be careful.
Usually cats will adjust after a couple weeks to a new location (such as indoors), especially if they're young.
Sometimes the best thing you can do is leave them be.
Does it turn on?
Do the fans run?
Do you hear any beeps?
Do you see any LEDs on the motherboard?
Do you have the monitor hooked up to the video card?

Check CPU and GPU temps when gaming, update your drivers, make sure it's plugged in.
If the dorms suck, move out of the dorms.
If you care about competitive gaming make having a dedicated Ethernet connection a requirement of wherever you live :)

I don't know why everyone hates on muticore rendering so much.
TF2 still is limited by single threaded performance with it enabled, but this makes sense seeing as the core logic of game engines are largely sequential in nature.
However, multicore rendering offloads enough processing from the main engine to bring a notable boost to FPS. And, since they resolved the crashing issues that used to occur there's no reason not to use it these days.
