I like it, I just really wish you'd clarify why you're doing certain things. Like the msconfig part
Also, you should try cleaning it up. Each section can have a numbered list, just for ease of use.

Mentioning specific Anti-virus software isn't best practice imo unless you're giving a specific date as from any given year anti-virus can be great, ok, or just shit.
Also for disabling windows services some people will turn things off and then realize they actually really like having them on. Windows Search and Print Spooler are 2 big ones here though you did add a disclaimer for Print Spooler.

I can see this being a pretty great and useful guide that will be used or referenced a lot. Just needs some work and making sure there are disclaimers and making sure each thing actually does contribute to fps. Once you truly finish the aspects and steps, it'd be cool to later update and finish with pictures/videos. Good luck!

-running with -dxlevel 81 for a tad extra performance. (this disables weapon shines and the gunmetal skins. This will also change the lighting in game) THIS CAN CAUSE PROBLEMS FOR CERTAIN GPU’S. If you experience crashes change the -dxlevel to 90
It's probably worth mentioning that some people just get better framerates on dx9 with mat_picmip -1. It's definitely worth testing for each individual user rather than completely writing it off and saying "use dx8". Not only that, but different dx9 settings will also change results. Personally it goes like this: dxlevel 95 > dxlevel 81 > dxlevel 90 > dxlevel 98. I couldn't tell you exactly what's different or why, but its at least notable.

Ill look into that, im working on throughtly testing all dx levels running on a set test bench with diffrent gpus to see what gets the most fps and see if theres truely a diffrence. I will update when in home tonight. Thanks for the feedback.

- noguiboot simply disables animations during the boot process. This will not make your boot any faster. For example, if you're on Windows 8 or Windows 10, all you're doing is disabling the spinning dots (http://puu.sh/lHeJM/6ea6c95b6b.png).
- Windows automatically uses the max number of logical processors.
- Windows automatically uses the maximum amount of installed ram in your computer.

That wasnt put in for fps, that was put in for a very small speed boost for bottling up your pc. were talking less than a % but hey you might as well. Thought id include it as it does help boot times on hdd's those settings just allow your computer to use all cores when booting, It was a problem WAY back, though its probably been patched i still included it anyway I know it made a difference in the windows 7 days. Which people still use.
