What does the pitch_override do exactly?

If you set it to a valid pitch value(1-255), every last hit will have the same pitch regardless of how much damage you did upon said last hit. If you leave this off, it will use the tf_dingaling_pitchmaxdmg and tf_dingaling_pitchmindmg values, just like it would with your normal hitsound.

is lasthit tied with the regular hitsound commands, or is there a way to only enable kill sounds

basically sv_pure 2 on valve servers uses a file whitelist, but it's always had exceptions for hitsound.wav. for some reason it no longer does. so basically it's a server issue rather than a client one.
