I really don't understand why, but my frames are consistently smoother using -dxlevel91 than -dxlevel81. Although 8.1 does sometimes give me noticeably more frames, it takes longer to launch and is far more prone to momentarily freezing, especially when I initially connect to a new server.
I don't really mind this (I really like 9.1 in for a lot of reasons), but I was just wondering if anyone could explain this.
Here's my computer specs, if needed:

Intel i5 @ 1.6 GHz/2.3 GHz
3.9 GB usable RAM

This is because your graphics card (I believe it's AMD RadeonTM HD 8750M) is much better than your CPU. Putting higher graphics settings in TF2 puts more load onto GPU rather than CPU, so surprisingy for computers like yours, higher graphical settings yield higher FPS.

nobelharvardsDirectX 9.1 does not exist. The valid inputs for -dxlevel are 98, 95, 90, 81, 80. Some of the older Valve games let you launch in DirectX 6 or 7.
Your game will default to 90 or 95 when launching the game because -dxlevel 91 is not a valid launch parameter.
i think it's worth mentioning there's a bug that lets you launch tf2 on directx 7, although it's a hassle and i haven't seen the use.

Yes 2 weeks ago actually http://store.steampowered.com/news/20748/
Reduced CPU usage and improved frame rates for some D3D9 and OpenGL games launched through Steam

Okay, thank you. In my circumstance, which dxlevel would you guys recommend - 90, 95, or 98?

90 and 95 are identical for me, and 98 is slightly slower
this with a gtx 970 and i5 3570k

I get the best fps with 95, but you should probably just try them all and see which one works best for you

I only get about 10 less fps on dx 90 than 81 after they optimized it more

gpu offloading IS bullshit but afaik 95 includes some processing optimisations that make it run slightly better than 90
98 on the other hand has better graphical fidelity at the cost of performance
