definitely depends on how much money you want to spend and what games you want to play
tf2 is mostly cpu bottlenecked but a quad i5 should do fine and unless you have tons of money to throw away i see no real point in buying a new cpu

As said in #3 depends on what games you'll be playing. If you're looking to play more gpu heavy games then upgrading it will definetly be the way to go. Also on a side note if you give an estimated budget people will be able to make suggestions on what cpu/card you should get.

Get a aftermarket cooler for the 4690k and OC it. Wait for Polaris our Vega for a graphics card.

If you want more FPS in TF2 get a 4690k/4790k/6600k/6700k/5820K and OC it.
Just about everything else will be GPU bound. Your graphics card isnt bad enough that i can justify not waiting for next gen. New shit is expected end of next month.

I like how I reiterated the same question as #4, yet #10 still manages to ignore it.

I highly recommend a GPU. Even though you have a 4th gen i5, there will be very little improvements if you get a better CPU. For a GPU to get, I recommend a 4GB EVGA GTX 960, but if you can wait I recommend waiting for the next series of Nvidia GPU's that will release very soon here.
