Can i get away with just upgrading to a new GFX card?

You'll need both a new CPU and GPU for OW. You might be able to get by on the GPU front if you're okay playing at low, but you won't get respectable framerates even at low until you upgrade that CPU. Blizzard games are notoriously CPU-bound. I'd also consider going to 8GB of RAM.

so overclocking wouldn't have much effect? honestly a consistent 25 fps would be manageable for me since the game pretty much aims for you, the dips to 5 fps are killing me though. (i should have mentioned this in the original post)

Yes, you can try overclocking. Assuming you want to go from drops to 5fps to minimum 25fps you'd have to overclock to at least 5 times the original clockrate though. I don't see 15GHz happening. The best you could reasonably expect is to improve your minimum from 5 to 8fps and while that is an improvement I guess it's not good enough.

In that case it's probably your CPU. You could just check GPU load though to be sure.
Overheating got nothing to do with fps. It's about the load and cooling. If you turn of the fans it's definitely going to overheat. More load = more power = more heat. Whether you reach 100% at 200fps or 5fps doesn't matter.

so i have a new problem...
i figured out that you can setup battlenet to exit after you launch overwatch, which i previously though was required to run in order to play overwatch and it helped with my FPS greatly. I was playing overwatch with frustration free fps for about a week until last night, while in a game, all of a sudden my graphics artifact, pc freezes, then shuts down. it wont let me boot up my pc to my desktop.
this is what happens when i restart: ( https://www.youtube.com/watch?v=3khXbTfYyS0 ) and after i did the system restore it failed to correct the problem. when i start windows normally i just get blue screen of death (i couldn't make out any error code) or if it doesn't bsod it looks like it does in the beginning of the video with the yellow lines scattered over my monitor.
anyone have a hunch if this issue is related to the mobo, cpu, or gfx card issue?

The problem seems to be a nvidia issue (the "Nvlddmkm.sys error" on the BSOD).

At this point, instead of buying new parts, if i were you i would just buy a new pc in general. If this pc is from 2007 everything is going to be horribly outdated and you should only keep the hard drive, case and maybe ram if its ddr3. Apart from the 212 Evo being the 212 Evo which I'm sick of talking about at this point, why do you think he'll need an aftermarket cooler at all? It's a locked CPU.
A slow SSD. Sure it's cheaper, but the whole point of getting SSD is speed.
But the best thing. Not only did you choose a 750W 80+ Bronze PSU for a <350W build, but you'd be spending 60$ on it. You can get a good 80+ Gold 750W for 65$.. There's also cheaper Gold options with a more reasonable wattage, but I'm sticking with the Bronze budget option.
