No. Clearly not. These easily accessible sites, which you definitely couldn't access on your own are not down. It's just a conspiracy to discourage lobbies.

It does but I think it's usually just not able to load the lobbies and chat. Last time tf2lobby was down I was able to get to the connecting part.

That's not legit, the tab name when a domain is seized is either "NOTICE" or "This domain has been seized" - it's never just "DHS" like 2fort2furious is.
